Cogitavi commentary

The Foreign Affairs Committee's March 2026 report is the most comprehensive and most recent parliamentary assessment of FIMI as a strategic threat to UK and allied democracies. The inquiry drew on fieldwork across seven countries and evidence from 77 Information Operations Brigade, making it the most geographically and institutionally grounded parliamentary FIMI assessment yet produced. It covers Russia, China, Iran, and non-state actors.

The report's key recommendations — for a National Counter Disinformation Centre and a whole-of-society resilience approach — reflect a mature understanding of what effective counter-FIMI architecture requires. The National Counter Disinformation Centre proposal addresses a genuine structural gap in UK counter-FIMI capacity. For practitioners working on UK counter-FIMI policy, this is essential reading.
