Cogitavi commentary

Drawing on the Paris Peace Forum's multi-stakeholder process, this ASD compendium synthesises best practices from government, industry, and civil society across five thematic areas: detection, attribution, regulation, resilience, and international cooperation. The multi-stakeholder framing is the report's distinctive contribution — it explicitly addresses how different actors with different capabilities can coordinate to address a threat that no single actor can counter alone.

The compendium's treatment of international cooperation is particularly valuable. Election interference is inherently a cross-border problem, and effective counter-measures require coordination across governments, platforms, and civil society internationally. The report maps what functional international cooperation looks like in practice and where the institutional architecture remains underdeveloped.
