Published ahead of the June 2024 European Parliament elections, this ASD pre-election threat assessment evaluates the specific risks posed by AI-generated content, coordinated inauthentic behaviour, and foreign-backed narrative operations in the 2024 electoral context. The report maps platform obligations under the DSA and assesses whether platforms were on track to meet those obligations.

The pre-election framing makes this report a useful companion to the FIMI-ISAC Collective Findings I report, which documents what actually occurred during the elections. Reading the pre-election assessment against the post-election findings reveals both the accuracy of the threat predictions and the effectiveness of the protective measures that were in place.
