The first collective findings report from the FIMI Information Sharing and Analysis Centre synthesises FIMI incident data across the first half of 2024 — one of the most electorally intense periods in democratic history — with particular focus on the June 2024 European Parliament elections. The report is the product of coordinated monitoring by nine civil society organisations across the EU, making it the most extensive multi-actor analysis of FIMI in the 2024 electoral cycle.
The collective findings model is itself significant. FIMI-ISAC represents an attempt to operationalise information sharing between civil society monitoring organisations in a way that mirrors the threat intelligence sharing models used in cybersecurity. The report demonstrates what that model can produce: a breadth of geographic and linguistic coverage that no single organisation could achieve, and a synthesised view of recurring TTPs, narrative families, and AI-generated content that individual incident reports cannot provide.
