FIMI countermeasures frameworks evaluation policy evidence resilience
Cogitavi commentary
A recurring weakness in counter-FIMI policy is the gap between the proliferation of frameworks and the evidence base for their effectiveness. This report addresses that gap directly: it surveys the landscape of countermeasure frameworks across policy domains and evaluates both the availability and the quality of evidence supporting them. The starting definition is careful and consequential — FIMI as “largely non-illegal, intentional, and coordinated behaviour by state or non-state actors that can harm democratic values, procedures, and political processes” — which appropriately scopes the analysis away from ordinary misinformation and toward the structured, often state-adjacent operations that most challenge regulatory and defensive frameworks.
The report pursues three aims simultaneously: identifying knowledge gaps in the evidence base, assessing the effectiveness of existing countermeasures, and outlining a development agenda for the next generation of responses. The system-level framing is the most distinctive feature — rather than evaluating individual tools or policies in isolation, the analysis treats counter-FIMI capacity as an ecology of interdependent mechanisms. That framing is methodologically appropriate and practically necessary as the EU’s regulatory architecture (the DSA, FIMI reporting requirements) begins to mature. This is a useful synthesis for policymakers and researchers who need to understand where the evidence is strong, where it is absent, and what that asymmetry means for implementation.
