Cogitavi commentary
The methodological finding that the October 2026 protests were domestically originated is as important as the attribution findings. A significant portion of public and policy discussion about foreign influence treats social unrest as presumptively externally driven, which distorts both the threat assessment and the appropriate response. This report — drawing on approximately 547,000 posts across nine languages and platforms — demonstrates that the actual operation was amplification of genuine domestic grievances rather than instigation, a distinction that matters considerably for both counter-FIMI strategy and domestic political discourse.
The Doppelganger attribution, connecting a Russian-linked bot network to coordinated posts exploiting anger over Ukraine support, fits a now-familiar pattern. More significant analytically is the observation that Russian-linked sites may be targeting AI training data — seeding content designed not for immediate narrative effect but for longer-term influence through the models that will increasingly mediate information access. If confirmed at scale, this represents a qualitative shift in the threat model that existing counter-FIMI frameworks are not designed to address.
