4th EEAS Annual Report on Foreign Information Manipulation and Interference Threats

The fourth EEAS FIMI report marks a further evolution in the EU's counter-FIMI posture: the introduction of the FIMI Toolbox and the Deterrence Playbook, which operationalise the response framework introduced in the second report into concrete instruments for raising costs on FIMI perpetrators. The deterrence logic — that FIMI can be countered not just by debunking and resilience-building but by imposing costs that change the adversary's cost-benefit calculation — represents a significant maturation of EU strategic thinking.

This is the most operationally focused of the four reports to date. The Deterrence Playbook in particular — mapping the range of diplomatic, legal, economic, and communicative tools available to the EU and member states — is a practical reference for counter-FIMI strategy design. For practitioners advising governments on FIMI response frameworks, this report represents the current state of the EU art.
